Should the president have line-item veto power?

If the president had line-item veto power much of the pork-barrel riders to bills could be eliminated. Opponents might say that hands over the 'power of the purse' to the executive and that the president could punish individual congressional opponents by targeting their personal riders. Opposition from congress has always been strong, but (as always) the need to curb spending and reduce the deficit makes a strong case for the line-item veto. Should the president have such power and, if so, how could congress be bent to accept such a consequence.
