Why is my hair taking so long to GROWW?

Its an inch bellow my collar bones, and I cut way back in feb 2010. >:( I want it atleast to my ! or past, since my hair is naturally curly it makes it looks even shorter when its curly and i dont straighten it. How long will it take to grow that long? :( I attempted to get a bob but regretted it.
