Where does America get off doing this?

I'm American and I'm trying to figure out where our government gets off ordering a no fly zone in another country. Now we are going to war again. Where's the money to fix Libya when we're done? Because we sure dont have any here. I understand Libya's leader is a prick and all that, but why can't America fix problems in our own country?
